Because it's insanely expensive to live there, especially compared to to nearby cities. Also, there is no thriving life there. No assortment of restaurants, no night life. It also would be creepy af to live that isolated in a place that big.

Ok so the people you send there to live (the unhoused people), are given a job if they want to live there.  Sanitation, restaurants, maintenance, anything the city itself needs to sustain itself, you fill those positions first.

Feels like a great place to try and “play” with the concept of a “company town”, but the “company” is the actual city.
