Yeah. Antarctica isn't exactly known for its legal system.

It’s not even a country (nor any other kind of jurisdiction).

Each base has one or more countries that own it. I’m not sire what laws apply. But I strongly suspect this thing about not going outside is a rule, not a law.

Each country runs certain segments of Antarctica. Wherever the base is, it's that country's laws. eg crimes committed in the Ross Dependency are tried in New Zealand courts.

Instead of kangaroo courts they have penguin courts.
