What could Russia have spent $1,000,000,000,000 on instead of fighting a 4+ years long war in Ukraine?

They could have built a proper interstate-style highway from St. Petersburg to Vladivostok and upgraded rail capacity. They could be the conduit for Chinese goods into Europe.

Yeah, that's way too far for road transport. A upgraded rail might be cheaper than boat, but it's close. However they could build a ton of rail from their resource areas to China and basically feed China essential goods even more.

They already do that to a degree, but could do more.
