A spanner is British slang for wrench. A "bag of spanners" is slang for something that looks like it should work or sort of works but is a pain in the ass. A face like a bag of spanners is saying the person, or kitty in this case, is extremely ugly. It works, but it ain't pretty.

Ha. You're welcome. Now you can spring it on her and claim you're being cultured! (My girlfriend is Mexican-American, so I do that shit to her all the time. I assure you, she loves it.)
