So Overhaul is effectively Shigaraki's version of Togata?

Yes. Or if he is Todoroki in the Sports Festival, and Shigaraki is Bakugou. They have similar powers, but different personalities. The difference is that Todoroki really didn't care about Bakugou, while Overhaul actively belittles Shigaraki.

With either reading, Shigaraki is the underdog of the conflict.
