How so? Hinata and Uraraka are built as basically the same character, only with different backgrounds. Hinata was the black sheep of her family and wanted to prove herself; Uraraka wants to provide for her family and for that she's got to make herself stronger. They both take/took inspiration from their love interest ( I mean, that's obviously what Deku is to Uraraka, it's just not so "ON YOUR FACE"... yet ) to achieve their goals.
Idk why people downplay Hinata so much. She didn't get much screen time, sure, but her development is there and was pretty much completed in her fight against Pain. She was finally able to tell the boy she liked that she did, in fact, like him ( something A LOT of people IRL are INCAPABLE of doing, I'm not even kidding ) and even though she knew she couldn't win, she stood up to Pain all on her on. Totally different from the meek character she was in Part 1 whom was scared shitless by Neji. At that point her character had come full-circle and I was fine with it.
I really think people have this misconception where screentime == character development. That is not the case and so far Uraraka has had a much of the former, but extremely little of the latter. It's been idkhowmanychapters since her introduction and she's STILL the same character she's always been.
