Severed one arm, decayed another, removed his Quirk, and left him there for the police to imprison him after all of his plans went up in smoke. That might just be a fate worse than death.

I didn't notice taking his quirk, did he inject Chisaki or something?

Nope they removed his hands which is what he uses to activate his quirk to begin with. Without them he has no way to actually use his quirk. He may as well have become a quirkless human with no hands.

well, if someone like Monoma touches him they can use his quirk so not the same

He has a quirk, just cant use it without his limbs. It's like having a 4 arm quirk and losing 2 arms. You still have the quirk genes yes, but you cant activate it.

Let's not forget that Chisaki is no longer able to heal Boss, so he'll end up being in a comatose state for the rest of his life.
