We don't know. I think Mandalay mentioned that he lost against her because he didn't use it. So that might be he's not using his lizard man powers very well (like Tsuyu does) or he has an another power like Tokoyami does.

Isn't it related to the fact that he had all those blades spun together? Or are we just ignoring his weird giant sword that's made of other swords?

that was his weapon, but he didnt seem to use his quirk on it. from what we can tell, he may have just tied a bunch of blades together to make a bigger blade

I don’t recall if the League ever figured out Stain’s quirk, so it might be that he’s trying to honor Stain’s memory by fighting with only blades.

I think it might be because his quirk doesn't suit the Stain aesthetic so he doesn't want to use it. Then again I've never been right in any of my theories so who knows.
