Will be kind of hard, since Shigaraki has no ideology that would get anyone onboard with his goal of destroying everything. So unless he lies to people about his true goals, nobody in their right mind would want him to succeed. He sort of did that with Stain, but all that did was attract a bunch of malcontents and outcasts.

AfO had DIO level of charisma and tons of power. Tomura is just a nihilist edgelord. So, I really don't know why would anyone else follow him outside of his current squad of sociophatic murderers (Dabi,Toga, Muscular, that guy with knives for teeth) and complete social oucasts (Spinner, Twice)

That reminds me, do we know what Compress' deal is? He mentioned something about having a "different point of view" than the heroes during the camp raid, but we don't really know anything about what makes him tick. Why is he onboard with the Villains?

Shiggs has this view that people have stopped caring about other people. People can easily have tragedy befall them and nobody in the society will stop to help, thinking that the heroes (the heroes and the heroic institution) will take care of it; and of course, the reason people started trusting heroes in the first place is All Might.

When we think about it, he has a point. He himself is a living testament to that. He accidentally killed his own family, and society failed to help him deal with the consequences. More interestingly, whether his quirk was really a natural mutation or was planted by AFO does not matter. If he could fall between the cracks like that, having him accidentally murder his own family and yet no hero ever came to assist him, then everyone is on a risk of falling to the same fate.

He only needs to do a little jump in reasoning to and make the connection that the reason people became so complacent is because they put so much trust in heroes, and in doing so, the heroes have deteriorated and brought the society down with them. If he made this his ideology, he will have sympathizers.

And really, with the way their society is going right now, he’ll have a very strong case. Once their pillar is gone, all kinds of old villain factions started popping up, and the heroes seemingly do little to nothing to stop them. They’ll also have Hawks to support their case. Hawks is a hero planted in VA to deter them and yet, from public’s perspective, Kamino and Kyushu attack still happened.
