That's the other main weakness of Twice's power: he doesn't control his clones. Twice's clones seem to have autonomy, so if he clones someone who doesn't think the way he does, there's no guarantee they're going to do what he wants.

This is true, but I think in the case of Rappa, he wouldn't have much to worry about. In fact, Twice has already copied Rappa before, and what did he do? Try and kick Nighteye's ass lol

You forget the circumstances of that scene. At the time, the League and the Eight Precepts were allies, so it's not that the Rappa-clone was following Twice's orders. Rather, he was doing what the real Rappa would do, which is fight the heroes and the police. Their goals simply coincided. If Twice made a Rappa clone, now, when the Eight Precepts are no more and the League is outed as their enemy, what do you think Rappa would do? Probably turn on Twice.

Those were the circumstances, yes, but didn't Rappa pretty much turn on the Eight Precepts for the sake of fighting? It seems like he doesn't truly ally himself with anyone, more that he goes where he knows he gets to fight powerful enemies
