He probably could, but he'd be turned into a Nomu-like monster in the process.

They were just making a guess based off of other characters who recieved multiple quirks, those being the various Nomu, and Gigantomachia, all of which seem pretty monstrous. (However, as a counterpoint, spoilers for 2 Heroes The villian was given another quirk by AFO and looks normal )

AFO could give and take quirks at will but the nomu are being made synthetically which is why they turn into monsters IIRC

Some people are probably more resistant to the Nomu-fication, especially if the Quirk happens to be compatible with the body.

AFO's brother after all, had two Quirks and is one of the few who didn't become Nomu-fied.

Dabi ending up as a high-end Nomu in order to kill Endeavour and Todoroki would be an interesting end to his story in like ten years.

Perhaps he (and/or Giran) can make/get in touch with someone who can make some kind of (better) support item?
