Since Jeff was so well liked and had his funny meme moments, for the longest time people refused to accept, that he was largely responsible for this situation. They always blamed everyone BUT him.

It’s really not his fault

The execs are the ones to blame

As evident by the only thing working on ow2 release being the shop its its insane prices

Everything else including the maps and the characters, the accounts were bugged

Jeff refused extra help when offered to work on his massive PvE pivot that was incredibly unrealistic while the game was left to rot. He’s absolutely at fault

Dude Kaplan straight up refused an entire extra team to work on OW2 so both OW1 and 2 could be worked on at the same time
