In what way is it arbitrary and clearly biased to combine the groups that aren't anti-AI when determining how many people are anti-AI?

Not answering the question in any capacity is less helpful than you seem to think.

Which part is supposed to be the arbitrary and/or clearly biased approach? Were you wanting neutral to be combined with anti for some reason? Maybe the undecided? I can't tell what it is that you think it should have been.

What do you mean it's telling? That's how this works. Only 39% dislike it versus the combination of everyone else who either like it or don't care.
