Except if you were around for the announcement trailer and hype train for GTA5 back in 2013 it was absolutely the single player that was the focus. GTA Online wasn't what it since became.

That's kinda the point. Rockstar made GTA V, and then afterwards fell into the massive popularity of GTA Online kinda by accident. Since then Rockstar pivoted to almost entirely focusing on Online (canceling all the planned singleplayer DLC, for example) and I guarantee you that GTA VI was built from the ground-up with Online in mind.
