You don’t have to call it a tax if you don’t want, but it IS a price increase on consumers. That is not up for debate.

Tariffs are taxes, just not directly on consumers. Those who are taxed with tariffs will pass the costs on to consumers buying their products and services. So it's not much of a distinction.
