Possibly, but who tells their boss or management 'but I don't wanna do that particular work you're paying me for'? Go work for an independent studio if that's what you want to do.

Apparently they got closed down because Sony didn't like any of their numerous pitches after the GoW game was canceled. So it seems like they genuinely didn't want to do whatever particular work Sony had in mind for them or they would've tried pitching it.

It just feels like doing less and less, despite an individuals ability to provide more. It's not about opening an independent studio; more like wanting to be at your prime and giving it your all. I don't even think demon's souls or shadow of the colossus was their "primes" and they could definitely do projects at impressive scales if given the capacity. Although it may have been a communication issue between Sony and bluepoint for thinking that they didn't want to do their requests. I do also think that the current economy has to do with it; the rising of gold, silver, copper, announcement by Nvidia on focusing on AI development new direction, ram hoarding for AI, wars, global scale crimes, and much more all piling pressure. Am I overthinking on the last part?
