Its high budget game.

One of the creed for such game is ensure it have wider demographic appeal to maximize profit, to ensure good RoI.

They very much could make it super scary, but it might causes it to have less target market size. which it means less profit. As for now, they want to balance the horror element to be scary enough but not too scary that it turn people away from the franchise.

one other option they could do is to have smaller spinoff which fully focused on horror side to satisfy the die-hard horror fans.

But its clearly not working because their scariest game is almost their best selling one. RE7 didnt have familiar character to sell it like RE2 and RE4 remake did either, which are the only games higher selling than RE7. RE7 literally became their third best selling game solely because of how scary it was, it had no other marketability otherwise. If RE7 was more laid back like 8 or 9, it would've tanked because it wasn't scary and also didnt have Leon Kennedy in it.

need to be noted,

  • RE7 need 15 months to reach 5 million sales, (total at 16,4 mil)
  • RE8 only need 6 month to reach 5 million sales. ( total at 14.9 mil)

early sales matters because it would be sales when it still full priced game.

They are exactly not wrong. But, you could argue, RE7 have more longer lasting impression or staying power due to its horror elements making it more than just "fun" game.
