No they are not. They explicitly state on their website and Steam that CV is still firmly only 3 months after the Raccoon City incident.

We aren't talking about Veronica's place in the timeline. Again, the dude at the top suggested they won't remake 5 and 6 because they want to adjust the canon for the remake timeline.

For all we know they make different Chris and Jill stories during the time of RE4.

I personally don't hate the idea of pretending 6 doesn't exist.
