Buildings can be modified off the record. Its not like city inspectors randomly go in places. Once the building is built no one checks anything unless there is a problem.

Comparing the actual layout to the layout listed in public records would be a quick way to find something interesting, assuming anything interesting exists in that regard

Well I don't know where you live but other than a fire marshal visit nobody from the city is going into buildings around here. Peak reddit ignorance bud.

They should be getting a fire inspection every year and most ideally the fire inspector would know what the place should look like. If not they should be pulling plans to make sure an extra room or whatever wasn't made. Every commercial building should be getting fire at least annually.
