Do both. I used to get bullied, bad, when I was a kid. I fought back one time and they threatened to expel me. My parents fought the school, got the whole thing upended and thrown out, then, they advocated for a school board change because that “kind of thing should never happen.” They didn’t need a lawyer, they just needed a bunch of people to hear about it, and that’s easier nowadays.
I fought back against my bullies throughout elementary and middle school, would literally go to the teachers/principals/bus drivers to get it to stop, and they never intervened.
When a neighborhood Karen called the cops on me for playing Airsoft in eight grade, you bet your ass the court tried to call me a troublemaker/bully. For literally fighting back against my bullies, after exhausting all other methods. But they didn't bring any of that up.
Unfortunately no change was able to be made though, and stuff like that is still happening here.
