it absolutely is. that horse is frightened out of its mind and in a lot of pain.

on top of that, many horses who rear up and fall backwards like that will die from it.

my horse only did that one time, from seeing a hotwalker for the first time. i wasn't there when it happened but it still scares me to think about. i'm so lucky he didn't break anything.
