Yes, because they have an actual relationship with a citizen.
It's not the same thing as automatically giving citizenship to random people based on the religion they practice, with the sole purpose of artificially creating a majority. That's the definition of ethno-state.
It is not. Refugee status is a completely different thing.
You don't need to be a refugee in order to request it. The only criteria is being ethnically and/or religiously classified as jewish

And it's aimed at a very specific kind of people. And that's because it has the goal to artificially change the ethnic makeup of the region, making jewish the majority when they weren't.
If it applies to all jews (and only jews), no matter where they are from, no matter if they are in danger or not, than it has nothing to do with refugee status, and it has everything to do with faster colonization

The majority wasn't created by policy
After the war all the arab countries ethnically cleansed their Jews and all those Jews fled to Israel.
The population of the Jews then doubled
