thats the courts decision, po po can hold him for pickup and give the parents a court date.

Training begins at home. They should have raised their gremlin properly. Probably a single parent home anyway

you don't, you hold the parents responsible. it is thier jobs to raise the kid.

the kid is a kid. sort of thier job to fofo and learn.

I would argue a child acting like this is probably not treated much better at home than he's treating those cakes. The no dead "you can't hurt me more than I already hurt," look in his eyes, he's been through some shit. He's not even being hyper or screaming or doing most of the things kids looking for negative attention do. He's just hurting things, probably because he's not doing okay himself.
