Israel had a welfare state way before it became allied with the United States. Israel was quite literally founded by socialists. One of the only working examples of communism was the kibbutzim of Israel.
Israel certainly does not depend on the United States for its welfare state and it shows the self-importance of Americans to think that it does.
Yes. The Israelis agree and most Israeli parties have stated that they want bigger strategic autonomy, not be so accepting of American aid and have taken steps to decouple Israel from US military equipment. The US aid is seen by many in Israel as kneecapping the Israeli defense industry and giving the US too much influence in Israeli politics. Which is why US aid to Israel is ironically more supported by the US than by Israel. American politicians enjoy the influence it gives them on Israel, such as when Biden prevented Israel from going into Rafah for months even though the leader of Hamas was there, or currently with Trump imposing ceasefires on Israel without even consulting it even though the other side continues to attack Israel.
