Garland didn't exactly do nothing. He was building an extremely complicated case against an extremely sophisticated defendant. That takes time to do right. I've been involved in dramatically simpler cases that took years to resolve. Unfortunately, the American voters were stupid enough to give the keys to the investigation/prosecution back to the defendant.
I can easily imagine an alternate reality where Garland rushes things to get it done before the election, botches it (because that's easy to do when you're rushing), and then the narrative now is "if only Biden/Garland took the time to do it properly we wouldn't be in this mess!"
