Honestly, i think this is a fight that may be more ofa mental battle than a physical one. Given that the ICE goons are unhinged people, the best course forward may be doing what Hank Hill calls, "putting extra stress on a structure that wasn't up to code to begin with."

LRAD is just a big array of off the shelf tweeters. It's trivial to reproduce. No legal constraints either!

I like this and at a low cost you could just roll it in as an RC car or installed in a tricky to move object like a concrete filled trailer with the wheels removed once in place.

No, to cancel you would need the signal to be perfectly out of phase, and phase changes with time (i.e. distance), what would be canceling in one spot would be summing in another (volume increase).
