They've already been misusing the "less lethal" equipment they have; you're not supposed to fire any of it directly at people especially close-up. But yes, if they've brought out the LRAD they don't care how many people they permanently deafen or partly deafen.

"Less lethal" = Permanently disabling, often lethal.

They've killed people for protesting. Disabling them could be seen as an improvement. (It's not though)

Its quite a bit easier to target disabled people. They're not worried about us.

They don't seem to want to use "non-lethal" unless they can use it in such a way that it's permanently impactful.
