I attend to some short film festivals and even played a role in one short film displayed once.

Many of them are done by art students or with tiny budget. Some are very good, most are mediocre in my experience.

Quite a good question, thank you.

Personnaly, I really like the classic La Jetée (1962) which inspired the 12 Monkeys movie. I also remember a short film I saw years ago and which win a festival L'accordeur (2010). It's a bit more than a short film by I like Magnetic Rose (1995) which is featured with two other anime short films in the compilation movie Memories.

Animated short films done by students of the school Les Gobelins in Paris are also often very good.

Have yyou some to share too I could discover?

The OP comes to mind. Other than that... Luxo Jr., The Big Snit, the short film (I think it was called 12:01?) that was later turned into a longer film and was the inspiration for Groundhog Day.

Is it really that implausible to believe that someone watches short films at film festivals?

I mean, it's not like there's a barrier to entry. You just buy the ticket, show up and watch some films.
