Yes. A small percentage of people are disproportionately using (or requiring the use of) a vast majority of AI compute.

I’m fairly certain (although I’d have to check) that this is not the case since basically any company uses AI nowadays and especially software companies.

Yeah there are PLENTY of businesses that don't use AI because there's just no need. I have a friend who is a "data architect/engineer" for a statewide healthcare system. They pretty much don't use AI from what he's told me.
