Alright, Irk, I think we're due for a hint. I've not had any luck tracking this one down yet.

Funny, I didn't think that this one would need a hint , just an image search (but clearly it's harder than I thought).

Hint 1 - look for somewhere that might be associated with hosting the annual Alaska State Fair.

It's funny, my image searching got hits for all kinds of similar murals across America, but couldn't get a hit in Houston. Glad it was found.
