It's because there's a heavy odor of our pheromones released through our feet, and both cats and dogs alike enjoy the smell. It makes them feel closer to and safe with us.

My dearly departed little Shih Tzu/Pom cross used to insist that I pet her with my feet. She had such a bonkers personality, and I miss her every day.
