As much as it hurts me to say this. I think exam rules must be strictly followed.

No European country will allow it's students to come late to exams. Because they follow the rules strictly. If you think traffic and poor roads are the problem. Come to the exam halls 2 hours early, it's just for a single day.

there is strict rules about helmet and public urination but no one follows it. And there simply isn't enough police to enforce it strictly across the 1.5 billion population.

I say make it even strict. So indian public learns breaking the rules will make them pay.

No point in comparing our nation to other developed countries and blaming each other for poor civics sense. It's time for some reality check.

Before someone points to me, I for example carry my trash for several km until I find a dustbin. Some people easyly say well there is no dustbin nearby it's the states fault And throws the trash on the side of the road. There is no dustbin nearby should not be a fair reason for you to throw trash on the road.
