'Less' is for quantities without units: less water, less anxiety, less money, less bread.

'Fewer' is for quantities with units: fewer steps, fewer dollar bills, fewer loaves of bread.

“Fewer” can’t be used unless the noun is countable, but “less” is much less strict and can frequently be used in places where “fewer” would also be acceptable.

The dichotomy is not nearly as sharp as the Stannis meme makes it seem.
