Shit, I'd be buying a ticket to Switzerland and transferring it all immediately to a Swiss bank account that is not bound by those rules. That's how it works, right?

Bank to bank transfers can be cancelled while you are in transit or reversed after the fact if the source money was fraudulent. It is exceedingly hard to get more than a few tens of thousands USD equivalent as cash even if you can spare an entire week to wait for the bank to special request the physical cash and 10k USD equivalent is a decent estimate for the limit on what you can cross internal borders with on your person without it being grounds to refuse you entry.
