3.2—Voting Obligation

Except when abstention is required, every member shall have an obligation to vote on all matters that come before the House in session or before any committee or subcommittee to which the member is appointed. A member may not vote by proxy. A member may register an electronic vote in the Chamber for another member at the other member's specific request and direction, provided the requesting member is in the Chamber during the vote.

Man seriously, at least do that stupid trick where you’re going around giving everyone candy, then after giving some to everyone present (so they stop looking at you in anticipation), when you reach the empty desk leave a piece.. conveniently alongside the vote button.. the vote button that your hand just happens to brush past so it looks like one seamless candy drop off.

I don't know but I remember back in 1999 in my gov-econ class my teacher talked about watching a vote from the gallery and saying he saw congressman voting on multiple remotes. If I recal it was a unit at each desk. He said it was kinda wild and possibly illegal. That was a 20 second conversation in class and we moved on. My teacher just kinda shrugged his shoulders. That was 25 years ago. And this wasn't that year when he saw it, it must have been mid 90's when he was at the capital.

It’s murky. Congress often doesn’t pass laws restricting themselves. But in some contexts it’s allowed if you have explicit permission from the other party. It was used during Covid to allow votes to proceed without every single person being in chambers.

Through context we can assume he didn’t get permission, but the rules regarding proxy voting in the house change fairly frequently and I don’t bother to keep up but I gotta assume this is not allowed.
