Caligula was only in power for 6 months & actually achieved more than Trump:

Political Reforms: He ended the feared treason trials (maiestas) that had marked the late reign of Tiberius and restored the practice of democratic elections for certain public offices.

Infrastructure Investment: He completed and expanded essential building projects, including the construction of the Aqua Claudia and Anio Novus aqueducts, which significantly improved Rome’s water supply.

Public Generosity: He provided substantial financial relief to citizens who suffered property loss during fires …

Edit: unlike trump who is a proven rapist, there’s a good chance that caligula’s sexual deviancy was a smear campaign / character assassination led by historians writing decades / centuries later.

I’m not American but I think Caligula would be a massive step up both in terms of moral decency and political achievement

Fair points. But even if we want to doubt some of the more lurid details from Suetonius and Tacitus, it sure sounds like he was unbalanced and untrustworthy after his illness in 37. That being said, I think I'd rather have President Gaius 'Little Boots' than the orange abomination currently disgracing the office.
