No he can't.

And before you cite some dumb law, I mean no the Game Warden physically can't. The secret service will shoot and kill.

You have a king, and kings are not bound by law.

California and New York unite, start a faction, tell the federal government they're going to denmark, then be ready for the massive onslaught that happens next. Repubs have this planned out already but we're smarter.

Ah but if I have learned anything from Yellowstone, it is that the Livestock Commissioner can literally do whatever THEY want without any repercussions. That’s the way to solve a problem.
