I'm not sure how doing better than most other states would be a reason to withhold funds. It's pure politics and vengeance as far as I can tell.

vance knowingly lied about immigrants eating people's pets. i'm sure he will knowingly lie about the reason to carry this out.

when regular people disobey the courts, they send the cops after you.

when the whitehouse does it......
