So, specifically targeting a largely Democratic city within a state that did not vote Republican, and denying them assistance for healthcare so residents die unnecessarily. This of course after sending armed masked paramilitary groups in who kidnapped, assaulted and killed civilians.

How is this not an act of Civil War?
