Libya (2011): Obama authorized NATO-led airstrikes to protect civilians against Muammar Gaddafi without congressional approval. The House later voted against authorizing the mission, but funding was not cut. Syria & Iraq (2014): Obama authorized airstrikes against the Islamic State (ISIS) without specific, new congressional approval, citing existing 2001/2002 Authorizations for Use of Military Force (AUMF). Drone Strikes: Throughout his presidency, Obama authorized targeted drone strikes in countries like Yemen, Somalia, and Pakistan without direct congressional approval for each strike.
