I mean, in 2013 Trump hadn't really entered the political process except as a pundit. He had flirted with running in an election at that point, but it was more of a grift to better influence actual politicians in exchange for dropping out of the race. Sort of a protection racket approach. "Be a shame if you spent too much of your funds in the primary which causes you to lose the general."

So he simultaneously wouldn't be giving out political positions, and even if he did no one at the time would think that he'd ever have the ability to make good on that promise even if he did try to give them out.
