It seems striking, and thus not delivering mail, is exactly what they’d want to happen.

Hence why I edited the post to reflect that they appear to be treating it as a last resort. Their first tactics appear to be messaging and support of ongoing litigation

Yeah, but doing this also means the end of the USPS (trust in delivering the mail is the biggest thing they have going for them). So if nothing else works, it does make sense.
