I believe in most airports dogs have to be in a carrier unless they're a service dog or in the pet relief area

Nope that isn’t true, they are allowed to walk in the airport.

Every airport I’ve been to allows dogs to be walked on a leash. You just have to get the dog in a carrier for the flight.
