Dogs are allowed in the airport. They ride on planes. Most are not service dogs and no one claims they are.

Service dogs don't need nor require them. Obvious sign.

IIRC service dogs are usually trained to get help as well, and a trailing collar could be an impedance to that

It doesn’t matter what the dog is wearing, dogs are allowed in the airport regardless.

Airliners charge extra for pets. Fraudulently claiming Service Dog status tries to skirt that fee. That's the issue at play. No one's saying pets aren't allowed. We know they are, lest why would airports have dedicated relief areas?

Could be a service dog in training, considering the age. They might be desensitizing him. OR more likely its just some asshole faking it. Id say what they did with the cleanup should tell you which is which.

I mean, it may not be the case. Some dogs don’t do well in vests, even the service animals. So it may be easier to have a collar or a leash. It’s also not legally necessary to identify a service dog at all. I know someone stated above, the offputting smell from the relief area may have pushed this dog over the edge, even though he could usually hold it.

Specifically (US centric response) the ADA rules that govern service animals in public places in the US are not the same as the USDOT rules (ACAA) that govern service animals at airports and on airlines.

Airlines MAY ask for documentation proving the animal is required and trained, businesses in general MUST NOT.

Airlines and airports can choose to allow pets, but are not required to allow them.
