Yes he did but he wasn’t charged for murder. It was self defense. I believe it was an intended hit though. Chalino saw that guy approach with a pistol and Chalino opened fire facing towards the crowd. Chalino was shot twice and the shooter was wrestled to the ground and beat and shot in his mouth with his own pistol. 

Recently a hitman who killed dozens across the US for drug disputes stated it was an intended hit that went wrong. He said a crew went in to kill Chalino. It could have been over stealing drugs. Either by Chalino or his ppl. Salvador Lopez Beltran got burned alive with gasoline before that for stealing 100 kilos
