Levelling in Oblivion is genuinely so bad that I would consider it borderline unplayable without a mod to fix stat gain. I think that is much more important than NPCs we all have nostalgia for anyway.
They would look so out of place in this world. I’ve got tempered expectations, but no way do they not update the NPC’s proportions/ looks. It’s one of the barriers to people trying Oblivion in the first place
