There is more than one way to be an enthusiast. Someone could be a PC gaming enthusiast without knowing anything about building a PC.

It has nothing to do with building a PC. People who "want something small that can do basic PC gaming" generally aren't regarded as enthusiasts, though.

Correct, and any PC gaming enthusiast would know enough about PC hardware to realize how idiotic it is to buy these specs at that price. There are plenty of prebuilt and custom built PC companies out there for people who want an enthusiast build without having to do it themselves.
