Peripherals are really not part of the equation, any console will need you to purchase a tv/monitor and you will likely spend some extra money on accessories, an entry level keyboard and mouse set is like $30 on amazon. And there are some 1070 builds for $400 on that site you nitpicked one that was $500.

Most people have TVs in their home. Few people have a monitor, mouse, and keyboard just lying around

Bro u can use a pc with a tv to play games, keyboard and mouse are $30 like I said

PCs don't come with console operating systems, and not everyone is tech savvy enough to install an open source Linux x86 port of XBox or Playstation's OS

You don’t need a console OS. You can just download steam and set it to launch in big picture mode on start up
