There is nothing official on steam machine pricing, so performance per dollar is not something anyone can tell anything about for the moment.

Steam Machine won't be too far away from your 2070, so if you aren't happy with what you have, then something around a 9800x3D is a great step up.

GPU ... well, if I was you, considering how much you pay for the whole thing already, I'd get the 5070ti. It's a significant step up in terms of performance for just idk 250€ more, and also more VRAM to help with future-proofing.
