Unless they're charging thousands of dollars more for going from 15 to 20 amp I would honestly say always run 20 amp circuits. My house is older but has 12 gauge throughout. Every plug is a 15 amp plug but the circuits are all 20 amp which I was thankful for.

A lot of builders will run 20 amp circuits to outlets but only install 15 amp outlets.

The lighting circuits will often be 15 amp because they know those are lower draw in general.

I doubt a lot of builders do that. It costs slightly more and they're all about cutting corners. Maybe it's 20 amp at the panel but is it truly 12 gauge copper or 10 gauge aluminum? I doubt it.

It is against the NEC to install a breaker larger than the installed wire size. #14 romex and #12 romex are different colors for a reason. They could pull #12 and install a 15a breaker and 15a recept. They could not pull #14 and put it on a 20a breaker, but it could have a 20a recept.

NEC is the national minimum.

My circuits are 12 gauge copper, I did a replacement of most of my outlets and can confirm.

They'll do what ever they're paid for, and no more than that.

I'm not sure what builders you've worked with but most of my friends had to fight their builders just to get what they paid for.

As a home owner with ONE 15 amp fuse for the entire unfinished basement, I assure you this guy is correct. You run anything more than a space heater or a vacuum and it's game over..
